The prestigious and competitive Master’s scholarship with full financing for Public Policies and Good Governance – PPGG by DAAD Germany is now open for applications. Since 2009, DAAD’s Helmut-Schmidt Program (known as Public Policies and Good Governance) supports future leaders from Africa, Central and Latin America, Asia, Middle East countries and also Ukraine (see list of eligible countries below) who want to promote democracy and social justice in their countries of origin. New candidates and people with experience can apply for DAAD scholarships in Germany.

This fully-funded scholarship is designed to qualify future leaders in politics, law, economics and administration in accordance with the principles of good governance and to prepare them in a practice-oriented course for their professional life. The graduates with a first university degree will have the opportunity to obtain a master’s degree in disciplines that are of special relevance for social, political and economic development of your country of origin. The knowledge and experience acquired in Germany will allow the fellows to contribute later to the democratic establishment.

Economic and social systems aimed at overcoming social differences. The DAAD scholarship supports good governance and civil society structures in selected partner countries and regions. The program is funded by the Federal Ministry of Foreign Affairs of Germany. The duration of this scholarship is one or two years, depending on the master’s course and university.

Eligibility Criteria :

Here are the eligibility criteria for DAAD Helmut Schmidt Programme.

  • The scholarship program is open to graduates in the field of social sciences, political science, law, economics and public administration in Africa, Central and Latin America, Asia, Middle East countries and Ukraine.
  • Scholarship in Europe is open to highly qualified graduates with a first university degree (bachelor’s degree or equivalent) who want to actively contribute to the social and economic development of their home
  • It is offered both for young graduates without professional experience and for professionals of half career.

Main DAAD selection criteria:

  • Previous academic results of the study so far.
  • Language proficiency.
  • Applicants must be from one of the developing countries.
  • A convincing description of the personal motivation for the study project in Germany and the expected benefit when returning to the country of origin.
  • The most recent university degree must be obtained before applying for the scholarship in the last six years.
  • Applicants who have stayed in Germany for more than 15 months at the application deadline are not considered eligible.
  • All the master’s courses have other additional requirements that the applicants must meet in any case.

Benefits :

The fully-funded DAAD Helmut Schmidt Programme will cover all expenses of the selected students.

  • A monthly scholarship of € 931 will be provided for the master’s program.
  • Tuition fee exemption.
  • Contributions to health insurance.
  • Travel allowance for round trip travel from the country of origin to Germany.
  • Grant for studies and research.
  • Monthly rental subsidy when appropriate.
  • Subsidies for spouses and/or children when appropriate.
  • 6 months German language course (check the pandemic guidelines).
  • In addition, academics are invited to participate in different networking events.
