In Japan, the Ministry of Education, Culture, Sports, Science, and Technology (MEXT) provides fully funded scholarship opportunities for students from Afghanistan and other countries who wish to pursue master’s or doctoral degrees.

Those who intend to start their academic or research activities in 2026 are eligible for this prize. Universities and embassies recommend MEXT Scholarships for awarding. Each university and embassy has a different application process and deadline.

The fully funded MEXT Scholarship of Japan covers the following expenses:

An allowance of around 143000 yen per month for living expenses (for students enrolled in preparatory programs and non-regular students), 144K yen for master’s degree students, and 145K yen for PhD students (roughly $1000)
A extra regional stipend of 2,000 or 3,000 yen will be added to the monthly scholarship amount for grantees who are studying or conducting research in locations that have been officially defined.
offers free education, covering tuition, admission exams, and matriculation. Provide a trip back. Air ticket to/from Japan (students are in charge of covering domestic transportation costs, etc.)

To be considered for the MEXT scholarship program, applicants must:

be under 35 years old and an Afghan citizen (applicants from other countries can contact the Japanese embassy in their country).
have a bachelor’s degree (B.A. or its equivalent), a stellar academic record, and sound physical and mental health.
They must also be sufficiently motivated and dedicated to uphold the Afghan-Japanese alliance.
Depending on the language of teaching, be proficient in either written and spoken English or Japanese.
Successful candidates will need to travel to Japan in April 2026.

  • 1. Application Form (available here for download)
  • 2. Application for Placement Preference
  • 3. Research Plan and Study Area
  • 4. Academic records for every year of university attendance
  • 5. The university’s certificate of graduation or degree
  • 6. Letter of recommendation from the academic advisor, president, or dean of the current or previous university attended
  • 7. A certificate of health
  • Only when appropriate
  • 8. The thesis abstract
  • 9. Language proficiency certificate
  • 10. A letter of recommendation from the current employer
  • 11. Images showcasing the applicants’ artistic creations or, in the case of art students, a digitally recorded musical performance

How can I apply?

To apply for the MEXT Scholarship, individuals can obtain the necessary application form, health certificate, and example reference letter by clicking the link below.
People can then send digital copies of their documents to the embassy’s email address below for screening reasons.
Only those who have been shortlisted will be required to present their original papers on the day of the interview.
The Japanese Embassy in Afghanistan will collaborate with the Aga Khan Foundation to carry out the selection procedure.
